A few tips
Snow isn't white
Shade snow with pale blues and purples, and leave the paper bare only where the light hits. That's what makes it look cold.
Put warm next to cold
A yellow window, a red scarf or an orange fire looks warmer next to blue snow. One warm spot makes a winter scene.
Show the weather
Falling snow, frosty breath, footprints and icicles tell the viewer it's cold without saying so.
Round the tops
Snow piles up in soft lumps on everything: roofs, branches, fence posts. Round off the top of whatever you draw.
